Access without capacity: what does access mean in practice?

Our research question has shifted with the evidence. With the DRC now listed for Claude and API access, we are examining the next question: what does access without local capacity mean for safety, usefulness and participation?

What the readiness assessment says

UNESCO’s Readiness Assessment Methodology considers governance and regulation, human capital, and industrialisation. Its DRC profile provides a public starting point for local discussion and research.

Cobalt and tantalum are mined in the DRC, in distinct mineral supply chains. Follow their separate, illustrative paths through refining, materials, components and AI compute. The highlighted line is illustrative: no specific DRC mineral shipment is traced to a named chip, data centre or language model.

Congolese digital-rights nonprofit CENSWEB launches the campaign, asking Anthropic for a clear path to responsible Claude and API access in the DRC.

The DRC’s Ministry of Digital Economy announces that Claude and the Anthropic API are being made available in the country. Reported by We Are Tech Africa.
